Providing skilled and vetted professionals to
match business needs

When the Home Office needed a flexible, cost-effective, and fully embedded means of procuring project delivery resources, our Employed Resource service provided the perfect solution. 

The challenge

Finding the right highly skilled and vetted resources for a business is an onerous and time-consuming task for in-house teams, especially when the assignment duration can vary. In 2019, the Home Office required a partner to provide project delivery resources for both short and long-term assignments with the additional need to help bolster their internal capability. It was vital that these resources mitigated IR35, were cost effective, of a high quality, and aligned to the Project Delivery Capability Framework grades and skillsets in line with the Home Office’s permanent staff. 

This presented us with the perfect opportunity to create a completely bespoke solution: we could design our service exactly to the Home Office’s requirements by providing Modular People Solutions Employed Resources. Our solution could immediately reduce the need for day-rate contractors to fill gaps in internal staff capability, whilst also helping to build the Home Office’s own internal workforce with the option to transition our resources to permanent staff. 



Our solution

By creating a unique talent pool specifically for the Home Office, we were able to deliver high quality, cost-effective resources across multiple Home Office business units, programmes and projects. Through facilitated performance management we ensured the quality of our resources was constantly high, with an average resource score of 4.2 out of 5 after 12 months. Additional training and development have since resulted in numerous resources being promoted.

We also improved delivery of diverse talent within the Home Office’s teams, with 60% of resources being women and 45% from a BAME background.

This engagement further increased the Home Office’s attraction capabilities and talent pipeline with the transition of our resources to permanent civil servants.

  • 150 Security Cleared Employed Resources across Project & Programme Management, Project Planning, Business Analysis and Project Support 
  • £7 million cost avoidance since 2019
  • An average saving of 30% per worker compared to contractor charge rates 
  • The successful transition of 26 resources to permanent Home Office staff
